Progress Pathways:

Navigating the next stage of AI transformation in UK Public Sector

Who this guide is for

Anyone driving AI forward in UK Public Sector, from engineers and architects through to delivery leads and executive sponsors. Find the pathway that meets you where you are.

Why are we doing this?

The Government's AI Playbook landed in February 2025. The AI Opportunities Action Plan: One Year On (January 2026) confirms the direction: 38 of 50 commitments delivered, NHS diagnostics scaling, Minute and Extract rolling out across local authorities, and Algorithmic Transparency Recording Standard (ATRS) reporting now mandatory across central departments and arms-length bodies.

The financial stakes are explicit. DSIT's analysis identified £45 billion per year in unrealised savings and productivity gains across the public sector, achievable through full digitisation of public services. Spending Review 2025 backs this with a £1.2 billion uplift, bringing total DSIT investment in cross-cutting digital and AI priorities to £1.9 billion. A further £2 billion has been committed to deliver the AI Opportunities Action Plan. The appointment of the government's first Chief AI Officer signals that delivery accountability now sits at the most senior level.

And yet the Public Sector AI Adoption Index 2026 ranks the UK sixth of ten, scoring 47 of 100. The investment is real. The ambition is clear. What remains is the hardest part: making AI stick. This guide is our practical follow-on to From Playbook to Progress, drawn from our delivery work across UK Public Sector.

The four pathways

In From Playbook to Progress we identified four personas. One year on, most public sector organisations sit in one of them:

PATHWAY 1

'We've experimented, now we need to scale'

Pilots have proven the technology, but enterprise impact has not followed.

PATHWAY 2

'We've proven value, but we're stuck operationalising it'

The deployment works, but workflows, governance and security are catching up.

PATHWAY 3

'We have multiple solutions running, but they're fragmented'

Initiatives have grown organically and are duplicating effort, data and risk.

Learn more

PATHWAY 4

'We're delivering, but need to demonstrate impact'

Value is real but invisible to the people who fund and depend on it.

Each pathway follows the same shape: a 30-second exec summary, the challenge, the REACH stages most relevant, what success looks like, and practical actions.
